The DEG will have the capability to offer on-line courses to DEG members beginning in summer 1998 on current and applicable topics in the environmental field addressing oil, gas, and mineral exploration and production. The program should be visually dynamic to compensate for the lack of the instructor's physical presence.
The on-line course would consist of a series of course notes accompanying a PowerPoint computer slide presentation uploaded onto to the Website. The use of the audio features of current PowerPoint software is encouraged. The audio portion should be incorporated into the PowerPoint slide presentations. DEG is responsible for uploading files onto the Website. Course notes and other documents should be provided in a MSWord format or, preferably, Adobe Acrobat files. MSWord or Acrobat files must contain all graphics as part of the document. Courses may also include projects, associated quizzes or tests. In addition, a provision for an on-line question and answer exchange open during a specified time period is required. Award/non-award (grading) of continuing education credits for course completion is required.

The intended audience is employed by major and minor oil companies (24%), consultants and independents supporting oil/gas exploration and production (30%), service industry, government, and education sectors (15%), environmental firms (3%), and others (14%). Students will be mostly mid-level to senior level in their careers with a desire to update their knowledge and training.
Services would be required, depending upon the success of the course offering, for at least one year from the date of the contract award with an optional extension for 24 months. The course is to be offered for up to 50 students each time. The course will be cancelled if less than 15 sign up. Payment will be based on the number of students attending and the number of times the course is run. Each proposal should include an expected compensation. Each course may be offered several times within each calendar year. The course instructor will be compensated each time the program is successfully offered on-line.
The DEG will determine the cost of each course and be responsible for advertising and accrediting of the course for CEU credits. Multiple awards may be made for this request. All responsible parties are encouraged to submit a course outline, including an electronic copy, as well as compensation requirements, to be considered for contract award. No verbal requests will be accepted. Any questions regarding the request are to be sent in writing to the above address at least one month before the deadline. Anticipated issue date is March 1, 1998. This request is open to all sources, but previously offered courses are discouraged for submission. DEG membership will be considered a plus.
